If Chicago did this I’d be set! My neighbor smokes like a friggin’ chimney and the stench wafts into my apartment on a regular basis. My only options are to stab her in the throat repeatedly with an ice pick or seal up my apartment up and then play games with the windows to ensure the pressure in my apartment is always positive.

For legal reasons only, I stick with option #2.
